Tenant Police Verification in Delhi: Online Tenant Registration for Owners
If you let a flat anywhere in Delhi, you register the tenant with Delhi Police, and it is done online through the citizen-services portal. This guide walks through the form, the documents and what to do from outside Delhi.
What the process is
Delhi Police run a citizen-services portal where owners register tenants. Guides describe the flow consistently: create an owner account on the citizen-services tenant registration page, confirm it with an OTP sent to your mobile, log in, and fill a four-part form covering the owner, the tenant, the tenant's family members and a declaration. Documents are uploaded as scans, with the tenant's photograph under a small file-size limit (one guide says 200 KB).
Where police have cited a legal basis it is usually a commissioner's order under Section 163 of the BNSS (the successor to CrPC 144), enforced under Section 223 of the BNS (the successor to IPC 188); Pune police used exactly this route in August 2026. We did not find the current order for this city, so ask your local station which order applies.
Step by step
- Open the Delhi Police website and go to citizen services, then tenant registration.
- Create an account with your mobile number and verify the OTP.
- Fill the owner section from your own ID, then the tenant section: full name, permanent and previous addresses, mobile number, occupation and employer.
- Add family members who will live in the flat, and complete the declaration.
- Upload the tenant's photograph and ID scan and the rent agreement; submit and save the acknowledgement.
- Use the status option on the portal to track the application; keep the acknowledgement for your records.
What it costs and how long it takes
Sources disagree. One guide quotes ₹250 online and ₹500 offline; others describe the online route as free or nominal. We could not find an official fee schedule, so we do not give a figure. If the portal asks for a payment, check that the page is on a government domain before you pay.
Offline option
If the portal rejects a document or your tenant's details do not fit, go to the local police station with the filled form, photocopies of IDs and the agreement. Ask for a stamped receipt.
Delhi-specific points
- One force for the whole of Delhi. The same Delhi Police portal applies whether the flat is in South Delhi, Dwarka or Rohini. Noida and Gurgaon flats are different forces: see the Noida and Gurgaon guides.
- Old rent control law rarely applies. Few Delhi tenancies today are under the Delhi Rent Control Act, 1958, which stops applying above a low rent ceiling. Your agreement and the police registration are the paperwork that matters.
- Colony RWAs often want a copy. Many Delhi RWAs ask for the acknowledgement before issuing gate passes.
Living abroad
The portal needs an Indian mobile number for OTPs. An owner abroad can complete the online form from anywhere, and a family member can handle any station visit with your written authorisation (confirm that the station accepts it). Keep your tenant's scanned ID and photo ready before you start so you can finish in one sitting.
Where Rent Connect fits
The paperwork around a tenancy is easier when it lives in one place. Rent Connect is a property management tool for owners who rent out property in India, currently in early access. It sends WhatsApp rent reminders, records each payment as pending, overdue or paid, and generates a rent receipt when a payment is marked paid. Tenant details, the agreement and maintenance issues (with photos) sit on one tenancy record, and a Deposit Ledger records the agreed deposit and any move-out deductions. The ledger is a shared record only: Rent Connect does not hold the money.
It does not file police intimations, compute or deposit TDS, or file tax returns for you. Those stay with you, your tenant and your CA. To follow the launch, join the waitlist.
How this page was checked
Figures here were compiled on 16 October 2026 from the sources below. Where we could not open an official page, the note at the end says so. Government portals and rates change, so confirm the live number or form with the office before you pay or file.

What we could not verify: We could not open the Delhi Police portal, so the step order and the 200 KB photo limit come from third-party guides. No official fee was found, and portal domains differ between sources (delhipolice.gov.in vs delhipolice.nic.in), so go through the main Delhi Police site.
Frequently asked questions
Can tenant police verification be done online in Delhi?
Yes. Delhi Police run an online tenant registration through their citizen services; the owner creates an account, fills the form and uploads documents.
What documents are needed in Delhi?
Typically the tenant's photograph, a government photo ID, address proof, the owner's ID and the rent agreement. Family members who will live in the flat are also listed on the form.
Is there a fee?
Guides disagree (one says ₹250 online and ₹500 offline). We found no official schedule. Confirm on the Delhi Police website.
Is it mandatory for owners in Delhi?
Delhi Police expect owners to register tenants. We did not find the current order text, so treat it as required for every new tenancy and ask your local station which order applies.
My flat is in Gurgaon or Noida. Does the Delhi portal apply?
No. Gurgaon is under Haryana Police and Noida under Uttar Pradesh Police, each with a separate channel.
