Rent Agreement in Pune: Leave and Licence Stamp Duty & Registration
Pune follows the same Maharashtra rules as Mumbai (0.25% stamp duty on the licence value, mandatory registration, a flat fee), but the city layers on distinct problems: huge student and IT tenant churn, PG-style room lets, and a metropolitan area that mixes urban and rural registration offices. This guide covers the rules and then those local points.
The statewide rules
- Document: a leave and licence agreement under the Maharashtra framework.
- Stamp duty: reported at 0.25% of the licence value (total rent for the period, plus a notional 10% of the refundable deposit, plus any non-refundable deposit).
- Registration: compulsory for leave and licence in Maharashtra under Section 55 of the Maharashtra Rent Control Act, 1999, and the owner's responsibility; the reported fee is ₹1,000 in municipal areas and ₹500 in rural areas.
- Where: the IGR Maharashtra e-registration portal.
The Pune angle: urban versus rural fee
The ₹500 rural fee is not a trivia point in the Pune region. Pune district includes municipal-corporation areas (Pune and Pimpri-Chinchwad) and rural areas on the edge. A flat in Hinjewadi Phase 3 or Maan may sit under a different local-body classification from one in Kothrud. Pick the classification from the property's address as recorded for registration, not from what your agent calls the "area".
A worked example
A 2BHK in Kharadi at ₹32,000 a month for 11 months with a ₹1,60,000 deposit: rent for the term is ₹3,52,000; a notional 10% of the deposit adds ₹16,000, so the licence value is about ₹3,68,000. At 0.25% the duty is about ₹920, plus the ₹1,000 registration fee in an urban area: roughly ₹1,900 in total. Confirm on the portal; the deposit treatment varies between sources.
Room lets, PG and student tenancies
Pune has an unusually large share of single-room and shared lets. If you let rooms individually, document each occupant's licence. Whether that means one registered agreement per occupant or one agreement naming several licensees is a drafting question for a local advocate. Report every occupant to the police. The August 2026 police drive in Pune named PG operators and owners who had accommodated people without proper agreements; read what Pune police expect. For a student let, check whether a parent guarantor is the paying party and record that in the agreement.
Annual turnover means annual paperwork
IT and student tenancies rarely last beyond a year or two, so you will repeat this cycle often. Keep a folder per tenancy with the registered agreement, the registration receipt, the tenant's ID copy and the deposit receipt. Our best time to rent guide explains Pune's academic and hiring seasons if you want to plan the cycle.
If you live abroad
Registration is compulsory, so plan for the registration appointment: either travel, use a Power of Attorney for the single act (see the PoA guide), or check whether the portal lets you complete execution remotely. For a first-time letting, it is often worth doing one registered agreement at a time and renewing on the same terms.
Where Rent Connect fits
The paperwork around a tenancy is easier when it lives in one place. Rent Connect is a property management tool for owners who rent out property in India, currently in early access. It sends WhatsApp rent reminders, records each payment as pending, overdue or paid, and generates a rent receipt when a payment is marked paid. Tenant details, the agreement and maintenance issues (with photos) sit on one tenancy record, and a Deposit Ledger records the agreed deposit and any move-out deductions. The ledger is a shared record only: Rent Connect does not hold the money.
It does not file police intimations, compute or deposit TDS, or file tax returns for you. Those stay with you, your tenant and your CA. To follow the launch, join the waitlist.

Frequently asked questions
What is the stamp duty on a rent agreement in Pune?
Maharashtra's leave and licence stamp duty is reported at 0.25% of the licence value, with a registration fee of ₹1,000 in municipal areas and ₹500 in rural areas. Check the IGR Maharashtra portal for the current figure.
Is the rent agreement registration compulsory in Pune?
Yes. Section 55 of the Maharashtra Rent Control Act, 1999 requires leave and licence agreements to be registered whatever the term, and the duty falls on the owner.
Is Pimpri-Chinchwad different from Pune?
The stamp duty rules are statewide. The police force and the local civic body are different, so tenant registration and property tax use different channels.
Do I need a separate agreement for each PG occupant?
If you let rooms individually, each occupant should have their own licence documented and reported. Ask a local advocate how to structure it.
Can I execute a Pune rent agreement without visiting?
Duty and filing are online. Whether the parties can complete registration remotely depends on the portal's current rules; otherwise use a Power of Attorney or travel.
General information, not legal advice. Confirm duty, fee and classification on the IGR Maharashtra portal, and take a local advocate's advice on the agreement.
