Tenant Police Verification in Mumbai: File the Online Tenant Form
Mumbai is the one city where this is simple to explain: Mumbai Police run an official online tenant-information form, and Maharashtra's e-registered leave and licence agreements are now being shared with police stations automatically. The catch is that Navi Mumbai and Thane are different commissionerates, and old paper agreements still need manual filing.
The official route: Mumbai Police tenant form
The Mumbai Police website carries an online application for tenant information (in Marathi, "bhadekaruchi mahiti") at mumbaipolice.gov.in under the Tenant Form service. The owner picks the police station that covers the property and submits the owner, property, tenant, workplace and identity details. The page links a revised instruction on letting out houses and premises dated 13 January 2023.
Information, not permission. The Mumbai Police tenant form itself states that a police NOC is not required to rent a flat or house. What the form does is tell the police who your tenant is. Be wary of anyone selling a "police NOC".
Leave and licence registration now reaches the police
Almost every residential tenancy in Mumbai is a leave and licence agreement. Maharashtra's upgraded registration system ("Leave and Licence 2.0") was reported in June 2025 to sync registered agreements with the police's crime-tracking network, so tenant details reach the local police station without the tenant visiting. The same report counted 98 police stations in Mumbai already receiving the data, with 1,203 across the state slated to join. Officials advised owners to register through the official IGR portal.
Two practical consequences: first, a properly registered agreement does a lot of the police-intimation work for you; second, an unregistered or stamp-paper-only agreement leaves you to file the tenant form by hand. Our Mumbai rent agreement guide explains the stamp duty and registration side.
Step by step
- Collect the tenant's photo, photo ID, current address proof and workplace details before the keys change hands.
- Register the leave and licence agreement on the IGR Maharashtra portal.
- Open the Mumbai Police tenant form, select the station for the property and submit; keep the acknowledgement.
- Give the housing society the acknowledgement and a copy of the registered agreement, since most Mumbai societies ask for both.
Mumbai city vs Navi Mumbai, Thane and beyond
The Mumbai Police tenant form covers properties inside the Brihanmumbai Police Commissionerate. Navi Mumbai and Thane have their own commissionerates (as do Mira-Bhayandar–Vasai-Virar), each with its own channel. A Powai or Andheri flat is Mumbai; a flat in Vashi or Kharghar is Navi Mumbai. Check which side of the line you are on before you file.
What enforcement looks like
The enforcement pattern is documented for Pune, where action was started in August 2026 under Section 223 of the BNS against 113 property owners and PG operators for violating orders under Section 163 of the BNSS. We found no equivalent Mumbai case in our search, so treat the Pune case as an example of how the rule can be enforced.
If you live abroad
Both the tenant form and the IGR agreement filing are online, so an owner abroad can start most of this with an Indian mobile number for OTPs. Registration may still involve an in-person or biometric step for the parties; check the IGR portal's current rules for owners abroad before you plan the timing.
Where Rent Connect fits
The paperwork around a tenancy is easier when it lives in one place. Rent Connect is a property management tool for owners who rent out property in India, currently in early access. It sends WhatsApp rent reminders, records each payment as pending, overdue or paid, and generates a rent receipt when a payment is marked paid. Tenant details, the agreement and maintenance issues (with photos) sit on one tenancy record, and a Deposit Ledger records the agreed deposit and any move-out deductions. The ledger is a shared record only: Rent Connect does not hold the money.
It does not file police intimations, compute or deposit TDS, or file tax returns for you. Those stay with you, your tenant and your CA. To follow the launch, join the waitlist.
How this page was checked
Figures here were compiled on 16 October 2026 from the sources below. Where we could not open an official page, the note at the end says so. Government portals and rates change, so confirm the live number or form with the office before you pay or file.
- Mumbai Police: online tenant information form
- Punekar News, 3 June 2025: Maharashtra digitises tenant verification (Leave and Licence 2.0, CCTNS)
- Punekar News, 8 August 2026: BNS 223 / BNSS 163 enforcement in Pune
What we could not verify: We read the Mumbai Police tenant form page (its sections and the no-NOC statement) but did not see the 13 January 2023 instruction or any fee. The CCTNS sync figures are from one press report.
Frequently asked questions
Do I need a police NOC to rent out a flat in Mumbai?
No. The Mumbai Police tenant form states that a police NOC is not required to rent a flat or house; owners instead submit tenant information, online or at the police station.
Where is the Mumbai tenant information form?
On the Mumbai Police website, under the Tenant Form service (mumbaipolice.gov.in). Select the police station that has jurisdiction over the property.
Does registering the leave and licence agreement count as police intimation?
It was reported in 2025 that e-registered agreements are synced with police records in Maharashtra. Keep a copy of the tenant-form acknowledgement as well, especially if the society asks for it.
My flat is in Navi Mumbai. Can I use the Mumbai Police form?
Probably not. Navi Mumbai is a separate commissionerate with its own channel. Confirm with the Navi Mumbai police station that covers the address.
What is the penalty for not informing the police?
Cases in Maharashtra have been filed under Section 223 of the BNS for disobeying an order promulgated by a public servant. The punishment depends on the clause and the facts; ask a lawyer rather than rely on a figure from a blog.
General information, not legal advice. Check the Mumbai Police website and the IGR Maharashtra portal for the current procedure.
