Tenant Police Verification in Bangalore: What Owners Must Do
Bengaluru City Police ask owners and PG operators for tenant details, but the legal basis usually quoted is contested. This page separates what is settled from what is not, and explains how to file.
What is settled and what is not
Settled: Bengaluru City Police have, for years, sent notices to owners and PG operators asking for details of the people living in their premises, and resident associations are often asked to pass on resident lists. Citizen Matters reported all eight city police divisions sending such notices, with the Karnataka Police Act, 1963 cited as the power to ask for the details.
Not settled: we found no dedicated Bengaluru statute that says every owner must file a form for every tenant, and no copy of the current commissioner's order. A former city commissioner once said an Act making this compulsory would be brought in; we found no evidence it was passed. In Pune, for example, police have enforced such orders under Section 163 of the BNSS through Section 223 of the BNS. If you want certainty for your own flat, ask the station for the order that applies.
Practical view. Treat registration as expected. The cost of filing is small compared with being the owner of record when the police come asking about a flat you cannot account for.
How owners file in Bengaluru
- Online. Third-party guides describe a tenant-verification service on the Karnataka government's Seva Sindhu / Karnataka One citizen-services channels where the owner enters tenant details and downloads the form. Fees quoted vary (one guide says about ₹200 and 7 to 15 working days); no official schedule was found.
- At the station. File the form with the police station that covers the property and keep the acknowledgement. This is the fallback when the online service is down or your tenant's details do not fit its fields.
- Through your association. Many Bengaluru gated communities collect the tenant form and the police acknowledgement themselves before they issue access cards.
Documents to keep ready
| From | Typically needed |
|---|---|
| Tenant | Passport-size photograph; Aadhaar, passport, driving licence or voter ID; previous address proof; employer ID or offer letter (a large share of Bengaluru tenants are tech employees changing jobs, so ask for the current one) |
| Owner | Photo ID; proof of ownership such as the sale deed, khata or latest property tax receipt |
| Both | Signed rent agreement showing rent, deposit and term |
Why Bengaluru owners should be more careful than most
Bengaluru has some of India's highest deposit norms (commonly several months' rent) and a high tenant turnover, so you repeat this process often and the amount at stake in each tenancy is large. Keep the police acknowledgement, the signed agreement and the tenant's ID copy together; if a dispute or an inquiry comes up months later, that bundle is what you will be asked for. Our security deposit guide covers how to document the deposit alongside it.
If you live abroad
Registration needs an Indian mobile number for OTPs and, at the station, a person in the city. A parent, sibling or caretaker can usually submit the form with your written authorisation; confirm with the station. If your property is in a gated community, ask the association what it needs so that your tenant is not turned away at the gate.
Where Rent Connect fits
The paperwork around a tenancy is easier when it lives in one place. Rent Connect is a property management tool for owners who rent out property in India, currently in early access. It sends WhatsApp rent reminders, records each payment as pending, overdue or paid, and generates a rent receipt when a payment is marked paid. Tenant details, the agreement and maintenance issues (with photos) sit on one tenancy record, and a Deposit Ledger records the agreed deposit and any move-out deductions. The ledger is a shared record only: Rent Connect does not hold the money.
It does not file police intimations, compute or deposit TDS, or file tax returns for you. Those stay with you, your tenant and your CA. To follow the launch, join the waitlist.
How this page was checked
Figures here were compiled on 16 October 2026 from the sources below. Where we could not open an official page, the note at the end says so. Government portals and rates change, so confirm the live number or form with the office before you pay or file.
- Citizen Matters: "Has your apartment got a verification notice from Bengaluru City Police?"
- Deccan Herald: "Tell us your tenants" (former commissioner on a proposed Act)
- AuthBridge: tenant verification overview (notes there is no single mandating statute)
- Punekar News, 8 August 2026: BNS 223 / BNSS 163 enforcement example from Pune
What we could not verify: The Citizen Matters and Deccan Herald pieces are undated in the copies we could reach, and the Deccan Herald page blocked automated reading. We did not find the current Bengaluru commissioner order, the exact portal name or an official fee, so none is stated as fact.
Frequently asked questions
Is tenant police verification mandatory in Bangalore?
Bengaluru City Police ask owners and PG operators for tenant details and the Karnataka Police Act, 1963 is the power usually cited, but we found no dedicated statute or current commissioner order text. Treat it as expected and ask your station for the order that applies.
Can I do tenant police verification online in Bangalore?
Third-party guides say an online tenant-verification service exists on the state's citizen-services channels. The portal name and fee change, so confirm on the government site or at the station before paying.
Who files, the owner or the tenant?
The owner, because the duty falls on the person who lets the premises. The tenant supplies the documents.
What happens if I skip it?
Elsewhere in India, ignoring a commissioner's order has led to cases under BNS Section 223. We found no reported Bengaluru prosecution in our search, but the practical risk is being the owner of record for a flat the police ask about.
Does my society or resident association need the police form?
Many do before issuing access cards or allowing a move-in. Ask your association what it requires so the tenant can enter on the first day.
General information, not legal advice. Procedures differ by police station and change often; confirm with the station that covers your property.

WhatsApp rent reminders, a receipt for every paid month, tenant details and the agreement on one record, and a Deposit Ledger that records the deposit without holding it. Someone local still handles keys and repairs.
